RERA writes and enforces the rules for Dubai's real estate professionals. If you deal with a broker, buy off-plan, pay service charges or see a property advert, RERA's rules are protecting you.
The DLD's regulatory arm, set up in 2007 to license and supervise brokers, developers, escrow accounts and owners' associations.
Licenses brokerages and registers individual brokers, who must hold a valid broker card.
Registers developers and off-plan projects before units can be sold.
Off-plan payments must go into the project's regulated escrow account.
Supervises the management of jointly owned buildings and service charges.
Property adverts need a Trakheesi permit; RERA monitors listings for accuracy.
Publishes the rental index used to work out allowed rent increases.
Escrow accounts for real estate development
Interim real estate register (off-plan)
Rent increases linked to the rental index
Jointly owned property and owners' associations
The allowed increase depends on how far your current rent is below the RERA rental index for similar homes. Landlords must give 90 days' notice before renewal.
Ask for their broker card and verify the BRN in the Dubai REST app — the name, photo, agency and expiry date should all match. Our RERA Check page walks you through it.
Only into the project's escrow account, as registered with the DLD. Never into a broker's or developer's operating account.
Under Decree No. 43 of 2013, increases depend on how far your rent is below the average for similar homes in the RERA rental index — from no increase up to 20%. Landlords must give 90 days' notice before renewal.
